In Romania, the construction costs of expressways have recently become almost identical to those of highways, despite the theoretical notion that expressways should be cheaper. This can be explained by the fact that the country has only recently begun to seriously focus on building expressways as an alternative to highways. According to Gabriel Budescu, president of the National Road Investments Company (CNIR), the construction of an expressway now costs as much as a highway. The CNIR is the newly established authority that takes over future projects from the road infrastructure management company (CNAIR), which manages existing roads. CNIR's first project is the Focșani–Brăila expressway, which costs about 14 million euros per kilometer, which is already at highway cost levels. Budescu stated that the classification of projects is determined by evaluating cost-effectiveness, expected traffic, and costs. Additionally, he noted that the standards for expressways should be revised, as the current regulation’s 1.5-meter roadside for expressways is not optimal.
